Xai-Xai Eco Estate - Mozambique

DESTINATION: Mozambique is fast becoming the playground of choice for beach lovers who want to get away from the crowds. There is nothing to beat an outdoor holiday in pristine environments, where your kids are safe and there are enough activities for the whole family. Xai-Xai is 200km north of Maputo on a good road. It is a comfortable 8-9 hour drive from JHB or DBN. A warm climate, Indian Ocean, natural unspoilt beaches, abundant relatively unfished waters and virgin coastal dune bush with plenty of cycads, all blend to provide an ideal backdrop to this exciting project. XXEE is being developed by Kevin Wilson. The Estate will consist of affordable up-market attractive houses comprising 35 units to be spread over12 hectares 20 units are already completed. All the ground work was concluded in obtaining the authentic land rights title, project approval, environmental license and building plan approvals before the project was launched in June 2006. At present we have the Definitive Title for 50 years which is automatically renewed for another 50 years.

BACKGROUND: The project was pioneered by Gary Wilson, who outsourced the building contract to his brother Kevin. Kevin Wilson now owns and runs Blue Sky Construtura Lda, which provides the building services. The Home Owners Association now runs the Xai-Xai Eco Estate Development as a superb establishment with affordable levies. It is the flagship development in Xai-Xai. The development team, management and support staff are hands-on, effective and administratively competent.

THE ECO-ESTATE OFFERING: 12 ha property on the beachfront with 300m of water frontage x 400m of virgin coastal dune bush and trees, situated in a private enclave. Views of the ocean are 180° from almost every site. There will be 35 serviced sites in total, each with a 179 mē brick and plaster home, consisting of: 3/4 bedrooms, 2/3 bathrooms (main en-suite), balconies, lounge/family room, kitchen/dining room, storeroom, veranda and carport. Each investor will acquire an equal shareholding in the Estate, together with their individual title deed for the house. Twenty units have already been sold, built and occupied. Every site has a spectacular location and views. The price is currently R1,450,000 including VAT and includes a double carport, air-conditioning throughout, a pool, extended deck, Aluminium windows and French doors etc. A fully furnished option can also be arranged. The common property infrastructure includes an entrance, roadway, water reticulation and electricity to all units and a communal pool. Cell phone reception is available. The town of Xai-Xai is 12 kms away and offers most supplies, fresh produce, fuel, gas etc. It also has a Shoprite and Kentucky.

MANAGEMENT: Kevin Wilson lives near the Estate. He provides the full turnkey project management and administrative support for the project. The completed units on the Estate are managed and funded by a Home Owner's Association on behalf of the members. Kevin will provide ongoing management of the Estate for as long as the members require. Levies commence after completion of units and are R2500 per month, including the services of a char and 24 hour security. INVESTMENT: The agreement pack has been mirrored on a successful benchmark project in southern Mozambique. Mike Braby, a professional consultant dealt with leading attorneys in Mozambique (Mozlegal and Caldeira Advocados), KPMG, PWC as well as JHB based Deneys Reitz and WWB on every aspect of the tax, legal and land law matters affecting investment in Mozambique for foreigners. The details of the transaction include a sale of shares and improvements agreement, with payments linked to delivery completion. The agreements are designed to eliminate any contractual risk and provide security of ownership through solid legal structures.



An open or closed loft room above the third bedroom can serve as a fourth bedroom.

PAYMENT: On a new unit to be built, a 10% deposit for various services, secures your chosen site. This is followed by 25% of the balance approximately 4 to 6 weeks later for your share of the common property improvements, site demarcation and layout. The balance is payable on delivery of your house in stages: 25% on completion of the slab; 25% at roof height; 12,5% roof on, doors, windows, plumbing and electrical complete; and 12,5% on completion, which includes R25k for the purchase of shares in the Company. This spreads payment over a 6 month period on average. There are no escalations in the building cost after signature.

RETURN ON INVESTMENT: Due to the rapidly growing popularity of Mozambique, and Xai-Xai included, there is good demand for properties of this nature. I am of the opinion, based on experience in various territories, that the investment potential here is excellent. The capital gains on these units will be attractive. In addition, for anyone interested in letting out their unit, The Manager of the Estate offers the regular demand to clients and provides members with an 85% share of the rental. This income is adequate to cover all their levies and provide a positive return. With the SA offshore allowance of R4m per person already available to all, plus approval granted by the SA Reserve Bank to acquire property in SADC regions using Rands with no limit, there is no restriction in investing in Mozambique. Unit 23 is the next unit to be sold. It has been specified as a 4 bedroom unit (including the loft). It will have an extended deck, a plunge pool, granite tops in the kitchen, air-conditioning, a double carport, French doors. This is very good value for money.
